Veteran Readiness & Employment (VR&E), formerly known as Vocational Rehabilitation and Employment (Chapter 31), is one of the VA's most valuable—but least understood—programs.
Many veterans assume VR&E is simply another education benefit. In reality, it can provide career counseling, education, training, employment assistance, self-employment support, and other services designed to help veterans prepare for, obtain, and maintain suitable employment.
What Is VR&E?
Veteran Readiness & Employment (VR&E) is a VA program that helps eligible veterans whose service-connected disabilities create barriers to employment.
Unlike the GI Bill, VR&E is focused on helping veterans prepare for meaningful employment or achieve greater independence when employment is not currently feasible.
Depending on your individual circumstances, VR&E may help fund education, training, certifications, career counseling, adaptive equipment, and other employment-related services.
What Can VR&E Help With?
Eligible veterans may receive assistance with:
✔ College or university education
✔ Trade schools
✔ Technical training
✔ Flight training (when approved)
✔ Professional certifications
✔ Resume development
✔ Career counseling
✔ Job placement assistance
✔ Interview preparation
✔ Self-employment planning
✔ Adaptive equipment
✔ Independent living services
Who May Be Eligible?
Generally, veterans may qualify if they:
Have a service-connected disability rating (or pending memorandum rating in certain circumstances)
Receive a determination from the VA that they have an employment handicap or serious employment handicap
Meet applicable eligibility requirements under Chapter 31
Eligibility is determined individually.
Can VR&E Pay for Flight School?
Yes—under certain circumstances.
If flight training is approved as part of your individualized rehabilitation plan and supports your vocational goal, VR&E may cover training that would otherwise be difficult to afford.
Approval depends on many factors, including:
Employment goals
Medical suitability
Program approval
Counselor determination
Every case is different.
Self-Employment Track
Some veterans may qualify for assistance starting or expanding a business through VR&E.
Depending on the approved rehabilitation plan, services may include:
Business planning
Training
Equipment
Consulting
Other approved support
Approval is based on individual eligibility and program requirements.
